when HOT? when COLD? everytime?.....does it idle well? has the maintenance items such as the air filter, PCV valve oil filter, etc been tended to already?....suspect an EGR valve that is foul with carbon...clean with carburetor cleaner and replace with a fresh gasket...or get a new one____https://www.google.com/#q=1997+ford+Eco+van+EGR+valve&tb m=shop

Your description is limited so I'll throw a few possibilities out there: Low fuel pressure; obstructed exhaust system; MAP Sensor out of range; Transmission fluid low; dragging brakes; ad infinitum. More details such as check engine lights, recent work done on the vehicle or even a description of what it's actually doing at 5 mph will help a lot. BTW - the EGR will cause a Vacuum leak all the time and make the engine almost impossible to start - nor will it allow the engine to idle. The maintenance mentioned (PCV and filters) will not address your concern.
