Car will not shift into gear

Our 2006 Ford crown Victoria will not shift into
gear when first start the engine. Must wait until
rpms go down less than 400 and engine warms
up. It takes 15 to 45 min. to finally shift into gear.
It’s like it’s locked. After it goes easily into gear, it
continues to shift easily from then on even when
turning off car and turning back on. Seems to be
the weather?
