What could cause the heat to stop?

When i turn the heat on it doesn't blow but when im driving it works but as soon as I stop the car gets cold. But it only comes out heat when I have it on vents. everything else it won't do anything.

Coolant is not flowing through the heater core when stopped. It could be a clog or the water pump impeller is worn or broken. When the engine is spinning faster coolant is moving faster. --- The heat only coming on in the vent area could be old, cracked vacuum hoses to the doors.
