01 Crown Vic, steering column

I have an 01 Crown Vic, someone stole the keys
out of it. Can I buy a new column, install it, and it
work with the security system?!

Nope. Need to have the anti-theft programmed to your new keys. Steering column won't make a difference. The security programming is encoded in several computer modules, including the engine control module. So swapping out a steering column would be a huge waste of time and money. You'll have to go to a dealer or highly qualified locksmith shop for new keys and programming.
