The heater on my 2001 Crown Vic steams up the wind shield and blown smoke if I turn on the blower. The A/C works fine

My crown Vic has 130K, is a former police dept vehicle though not a black and white.  When I turn on the heater, especially on defrost the windowns fog up, and smoke comes out of the vents when I turn on the blower.  Also coolant leaks on the ground from under the car at about the area of the passenger door. Whats going on?

sounds like you have a leaking heater core -- not fun to replace!

your heating core is gone your looking at spending about 500 in parts n repairs.

An easy fix for this is going under the hood. Blocking the coolant from getting into the failed heater core. This will stop the overheating but you will have no heat until you actually change the heater core.
