Do I need a new anti lock brake system

I work on a 1998 Ford Crown Victoria I changed the driver side CV axle rear
after that the brakes start reacting every time I will press them I have
confirmed that the CV axle was the right one I cleaned all the ABS sensors
and it's still doing the same thing it feels like the brakes are pumping every
time I press brake by the end of the stop

Is this on dry roads? Are your tires worn out and getting hard? Are you just now noticing this or has it always been that way?
