The tach on my 2005 chevy silverado is reading high. What could the problem be?

I have a 2005 chevy silverado 1500 LS and the tachometer is reading high. It is very erratic. It reads anywhere from 1000 RPM high up to pegged high. However high it is when I turn off the engine, is where the tach gets stuck with the engine dead. For example...If it is reading 3000 RPM high, when I turn off the engine, the tach gets stuck at 3000 RPM.

Mitac on mine is past zero down at the bottom and when you give it gas it shows RPM up 200 or whatever and then when you let off the gas it goes down to about one Mark above 0
