Did you check voltage and ground, anywhere? The battery has a full charge and battery connections all good? There is a park lamp fuse for front and rear park/tail lamps. The fuse circuit is hot all the time, so, not only check the fuse, use a test light and check for voltage at fuse. That voltage goes to headlamp switch, so you turn on the switch. At the rear for tail lamps, the brown wire is voltage, and black wire is ground, you need both voltage and ground. I just picked the tail lamps because you mentioned that first. You may have fusible links at battery junction box, check that. One of the positive battery connections should go to battery junction box.
