96 monte carlo why doesnt my rmp go pass 4000 rev ?

i have a 96 monte carlo that i just purchased and my rpm dosnt go pass 4000 revolutions it cuts back after hiting four and dan kik up and so and so but dosnt pass 4T rev  iv had othe cars dat go all the way to the red line 6000 revolutions or 8000 revolutions like on my v8gmc no problem is it an issue or a stock?

That style monte carlo came factory with a neutral rev limiter at about 4000 rpm. In drive while accelerating it should go to red line at wide open throttle. Put in park and neutral it stops there.
