is there a fuse that operates the odometer only? and the speedometer can function without it?

No it can not function without power, and the whole cluster is run threw a fuse. The fuse may be marked as gauges in the owners manual for location of fuses. If you do not have a owners manual then you would have to search on line for fuse location in the fuse box. Don't know what troubles your having but there is a speed sensor down on the transmission.
