If a car was purchased by a dealer at auction how can it be a one owner car

They are acting on behalf of the Future buyer that buys it (middleman), they also have dealer tags, which is paid for like other tags but are able to pass from car to car they are driving because its not the car in their name but the tag that is in their name. Cars used at dealerships by the dealers are in-fact used but when sold the buyer will be the first owner, title not issued but to the owner(s) that are not the dealer themselves.
