2003 pontiac grandam V6, #16 ac comp relay keeps
blowing, so my cold air wont work. Because 16 blows it is
causing #37 to blow then my car wont start unless I
replace it after each time I turn the car off.

16 is the compressor relay. Unplug the relay see if vehicle will start and drive ok? Of course you won't have any ac, this is just for testing. That fuse you mentioned also supplies voltage to bcm. The bcm losing that voltage may be why the vehicle won't start and run? Take the ac out of the loop, if it then will start and run w/o blowing the fuse, have to ac compressor and wiring circuit. That test may not be conclusive. This is just my opinion.
