I've uploaded a PDF file that covers instrument panel removal. Copy and paste all of the following, if any spaces show up in link remove them, Cargurus sometimes adds those in for some reason: https://drive.google.com/open?id=18nnplocVlcQDQxv8OCbxtoVJ7s5SHxuz . You can also check sites like Crownvic.net or Youtube which have several how-to's on replacing instrument panel bulbs. Here's one: http://www.crownvic.net/ubbthreads/ubbthreads.php?ubb=showflat&Number=1008281 . As they mention, when you do get panel out, replace ALL the bulbs, because chances are one or several more are on also on the verge of burning out.
