Are car wheel steel rims universal?

I need to replace a wheel on my 2016 toyota aygo which is 165/60r15. If I buy a
wheel from a 2002 Megane with the same specifications (165/60r15), will it fit
my car?

No, you have to match the wheel bolt pattern. 165/60r15 refers only to the tire. R15 means a 15" diameter rim, but tells you nothing about the bolt pattern for that rim. You'll have to refer to the manufacture's info to get the bolt pattern. Google it or refer to any of the rim maker web sites out there (there's a ton).
