Crank stops

I have a 97honda accord I had just put new
seals on the crank and idle pulley I was
lining up the timing marks when I noticed
that the crank will not keep turning it stops
after about one full turn either way what
could cause this

Turn the crank so that the woodruff key is at 9 o'clock then rotate the cam to the align position then rotate crank to TDC and put the timing belt on !! Hopefully you where turning the crank by hand other wise you will have bigger problems like BENT VALVES
