95 s10 4 wheel drive won't engage

I have a 95 blazer and when I shift the 4 wheel drive lever
into 4 high or 4low it will not engage the front axle
Thoughts

Does the front driveshaft turn when ins 4WD? If so the hubs/axle may not be locking in.
