When buying cars from the dealers specially used
or pre-owned, they usually put the  price  of the car
in front so buyers will easily recognize the cost of
the car, my question is, is the tax already been
included on the total price of the car?

No, usually not, especially online as taxes vary by location. You usually don't see the real bottom line until you're signing the payment agreement with all the taxes and fees added in. Most dealer know if you saw all that up front you'd run away screaming.
