Late 90s 4.3l turning over issues

My blazer started an then shut off,when I tried to
restart it acted like the motor was frozen. I pulled
starter and grounded. Turned key and starter
spun,put back in and it cluncked when I turned key
with jumpers hooked to it. Thought motor was
locked up. But when power dropped from trying to
start it is barely turning motor over(marked pully
and checked. But when I hook the jump cables
back to it it clunks and lockes back up like engine is
locked but I know it's not because just watched it
turn at low voltage. Is it my starter half way burnt up
not likely but all I can think of. Can anyone give me
some insite?
