We just bought a 2002 Cadillac Deville And the radio is not working we looked in the fuse box and the fuse is missing and the 90 year old couple that sold us the vehicle has no clue so can we put a 15 fuse in it or do you think the fuse was removed because something bad could happen if it's put in

I have no way of knowing why the fuse was missing. If the radio works then no worries.

Put in a new fuse and the radio did not work the clock time came on and just flashed
