1995 Buick Roadmaster

I just brought this car from a friend at a car lot. It
has been sitting for quite some time. The battery
had to be charged in order to start it but everytime
I cut the car off it won't start back without a jump.
It also blows hot air through the top dash board
vent when the temperature is on off mode. Can you
please give me and idea of what the problem could
be. I was told it needs a new battery.

I don't have the answer to why when I turn it on it won't start without being jumped first. And why does a unknown fan blow hot air eventhough the day I bought it the temperature outside was in the 90's.
