Check for fuel pressure to the fuel rail.

It has no pressure in the rail checked wiring to the pump with test light no power

Is there a fuse at the computer? Are the grounds good?.

Not that's bad, all relays and fuses seem to be fine

There is a fuel pump fuse in the power distribution box under the hood, remember there will only be power at the pump for a few seconds when you first turn on the key or when cranking, it will not stay constant until the engine fire up.

Did you get power at relay? (back probe) At the fuel pump relay back-probe the dark green and black wire when key at run position. 1999 these wires were dark green but may be another on your 2000 but is same way to test as this wire powers the pump. If power to it and still relay is not closing then the computer control of the relay is defective or if no click from it it is not good, and needs replaced.

I would test relay and fuses before buying a new/refurbished PCM about the only thing left other than a short if relay is good.
