selling a car to a private party and we sign over the title and remove the license plates what does the new owner do for a temporary plate until he gets to the DMV

It you had personal or special plates then yes you remove them, otherwise the plates go with the vehicle. You are protected when you enter the release of liability form. Make sure you get the buyers drivers license number. You can enter the information online at https://www.DMV.CA.GOV
