Troubleshooting 1987 F-150 horn

Wired the horn straight to power and good
sound. Wired back to steering wheel and
just a clicking noise from meet the cig
lighter. Where is the problem?

The horn relay possibly. Located either in the fuse box on drivers side under the dash or kick panel or under the hood fuse box.
