1974 Volkswagen Super Beetle

I have '74 Super Beetle that has been sitting for
many years and now I'm trying to move it.  My key
will not turn on and the steering wheel is locked in
place.  My question is... does the key HAVE to be in
the on position in order for the steering wheel to
turn? Do I have an ignition problem AND steering
column problem?

Yes, the key needs to be in the on position for the steering wheel to unlock. There is something going on with the cylinder lock where you put the key into.
