98 mercedes c280 wont start on first try

My moms car will not start on the first try when u
turn the key it clicks one time then u have to turn
the key back off take it out and try again usually
after 3 or 4 trys it will start does this sound like a
starter problem

It very well could be a starter problem, should take it out and have it load tested. Also may want to check the battery to see what kind of condition it is in, have someone test it. Make sure the battery cables are in good shape, no corrosion or bare wires, clean connections.
