All lights work except tail lights and plate lights all
fuses are good and tried new headlight switch and
connecter please help!! (1991 f150 )

There are plugins under the back end that loose connection. At these connections you should verify if power is back to there, A lot of times it's just cleaning the plugins. Bad bulb sockets could also be a problem. It is niece to have a test light for checking for power.
