my '85 f-150 has new brake pads and shoes. the brakes work great until I hold the bakes or pump them thenthey go to the floor. The master cylender is full. Is this the power unit going bad?

Sounds like the master cylinder would need replacing. Make sure and bench bleed the new one before putting it back on. If the brake lines where opened for any reason, then the brakes would need to be bled.
