will a 95 4.0 out of an explorer work in my 98 explorer

There would be a lot of head aches trying to do this. The '95 is controlled by a OBD1 computer, and the '98 is controlled by a OBDII computer. So I just tell people which is true that these year engines are not compatible with each other.
