Any Suggestions

I replaced the fuel filter on my 95 Chevy Suburban, even
put a new fuel pump relay in but it still won't turn over. It
acts like it wants to but doesn't. Any suggestions on what
it can be

Just check the fuel pressure, it should be 9 to 13 lbs. It is possible the fuel regulator in the TBI needs to be rebuilt. The spring gets week so it doesn't keep the fuel pressure up. There are rebuild kits for this, and is not that hard to do.

Also just check the spark to make sure it is white in color. If it is not then take out the ignition control module and the coil and have them tested at an auto parts store.
