A few things that will cause a no kick down issue, a faulty MAF, try running it unplugged, The other thing is a bad EGR.

its passed on diagnostics full search ,when I press throttle all the way down theres a step right at bottom will that have anything to do with it
Try cleaning the MAF sensor, could be a carbon build up and may pass diagnostics use a flat head screwdriver to remove the mass airflow sensor from the vehicle. Do this slowly and carefully to avoid damaging the delicate wires surrounding it. Place the sensor in a large plastic freezer bag, and pour rubbing alcohol on top of it until the sensor is submerged.
