1995 tbi problems

does my 4.3l 95 chevy cheyenne come with a security box. ive come across
wiring problems after finally getting it to turn and start. this security box is a
tomahawk ast3 that was zipped tied and raises my question on if it was
manufacture made or not.

also. a wire running from the firewall next to the hood release just hanging. no idea where its going to. even ideas on to search would be appreciated

    i just replaced my old TBI throttle body and now she starts up and runs really good but when i put it in gear and go it has no power and dies after about 2 blocks does any one know what the deal is?
