studs on front tire driver side snapped

i was done cleaning my breaks,starting to get the tire to put on and start tightening all the nuts one of them snapped.is this a manufacturing issue,good thing i saw it ,what happened if i was driving in the highway with my kids and it snapped who is to blame

alot of time they snap from over tighting the lugs they sterch from the stress of over tighting and what the make modle and year of the car what do u tourqe them at
