Why does Car Gurus allow dealers to advertise non-cash prices?

There are several dealers that advertise prices that are only good if you finance through the dealer.  If you want to buy the car outright there is $2000 OR MORE in extra fees.  IMO Cash price should be listed and all FU fees should be included in the listed price.
