Car ran out of gas and now can't get
motor to turn over even with jumper
cables hooked up to another
vehicle. It's almost like it isn't in park
or nuetral. What could be the issue
and how can I fix it?

Fuel pumps are in the gas tank and rely of gasoline to keep them cool. Running out of gas tends to overheat a pump and could destroy it or burn out something in the system like a regulator. Your problem sounds like you're not getting fuel to the engine, and that's why.
