Ask about service history and problems. Get a current smog certificate and a CarFax.

Proof that the cars emissions systems are working properly. Many states require a current certificate in order to register the car.

So Dealership or Lot purchase, you do need a CarFax and run the VIN on Kelly Blue Book and answer some of the questions will give you a good idea on value and what you should pay. Always have your own Mechanic check it over even if it is a "Certified Pre Owned" no dealership or lot owner is going to say the vehicle still has issues. If you do not have a Mechanic which by your question I am assuming you don't ask a friend if they do, if not there are several books on the subject. I am from Houston and I go with my man's book and him if he has time Scotty Kilmer. Check out his page lots of great info.
