1999 Chevrolet pick up what would cause the
fuel pump to have no power?

First thing to check would be the fuel pump relay. Less than a $10 part.

I looked at info for 99 Silverado 1500--5.3 L engine. If you have different model or engine size, let us know. Note the diagram. Make sure battery has a full charge and connections all good. I need to ask, engine cranking, do you have spark at the plugs and fuel injector pulse? Key on engine off, can you hear the pump run for a few seconds? Any applicable trouble codes?
