My turbo has quit making any whistling sounds even under a load. I have installed a rebulit turbo and it still does not make any sound. What is the problem?

Is the waste gate stuck open or working properly?

Maybe the bearings in the turbo are seized. Do you cool the motor down before shutting it off? If you look at your boost gauge when under load you will see if the turbo is working or not.
