The whining noise on my lucerne gets louder the faster I go,it sounds like a tire noise, it douse not matter what gear it is in .I have checked all the tires and hubs and found nothing .

If it sounds like tires noise maybe it is tire noise. If the wear pattern is irregular the tires can get noisy but some tires are noisy anyway.

Have changed tires and it did not change the sound.

pump shaft noise won't matter what gear it is in. Could be wear between torque converter and shaft.
