what does it mean when the dealer says it is a software problem and they have to develop a new code to fix it?

The check the engine light and check the hybrid system light has come at the end of the day when my vehicle has been out in the cold weather under 20 degrees for 7hours.

A problem that is newly found due to certain operating conditions can be software related. They are working on a fix, but haven't finalized it yet. The fix will likely soon be released.
