Not getting fuel

Question type: Maintenance & Repair

Van was running, went dead, found and fuse blown.  Replaced, will not start.  
Pulled fuel tank and replaced fuel pump.  Turn on ignition and can hear pump
run.  Try to start, will turn over, getting fire to plugs.  Will not start until I spray
starting fuel in plenum.  Starts and runs, but when turned off, have to spray to
start.  ???  Some kind of valve or switch. ??? Help

do a fuel pressure test, if it is low then block off the return line to the tank if the pressure goes up then its the fuel pressure regulator.
