2001 Caravan will sit in Park or Neutral. When moved to either Reverse of Drive, it does not move. You can feel the motor lug as if it is in gear, just will not move. Wheels locked even in Neutral

I have seen brake pads rust themselves to the rotors, has this rig been sitting for a while in a damp climte?
