Fuel pressure should be 9 to 13 lbs. Spraying starting fluid in and it starts is an indication of a fuel issue. One thing is the regulator spring in the TBI gets weak and can't maintain the proper fuel pressure. So check the fuel pressure. And yes there needs to be like 5v at the injectors, but it will not show unless you are trying to start it or it is running. The voltage is not there with the key on. Otherwise dirty or bad injectors.
