turn signal light is shorted with head light

when turning on the head lights, the right turning signal lights are also on.  this makes the right turning signal light always on.  its not so safe in the night making right turns or changing lanes. the left turning signal lights are okay.

where could be the problem?  where should I start checking?

tennisshoes: Thanks. Found the problem with the first thing I checked, the bulb for right front turning light. I happened to have a new one handy. It works fine now.
