I don't understand the question, and maybe no one has responded for the same reason. What is the problem with the car? You mention the fuel regulator, are you getting a P0001 trouble code? Chances are you can safely clear this code without doing anything. It's a generic code that means the OBD is not communicating correctly with the scanner. It was used in the past to mean 'open control circuit'. Get a new scan done with a new OBD scanner, go from there. As for the 'flange' - I have no idea what this refers to.
