Valve stuck?

Just got the car. It drives badly.
Like sluggish. Owne rtold me it
has a valve open. When the
engine is running and the engine
oil cap is off. Air rushes out of the
oil hole. What is wrong. And how
can I fix it

Run a compression test to see which cylinder has the problem.
