1985 Pontiac Trans am /cooling fan not coming on w/AC turned on.

IS IT LOW ON FREON??HOW COLD DOES THE AIR OUT GET??? DO YOU HAVE POWER INTO THE RELAY ONLY PCM OK?

Coolant fan does come on @200 engine degrees which is normal and freon is full.Air is cold but when turned on compressor gets hot because coolant fan will not come on like it should.Temporary grounded relay so fan stays on but not right.will try new relay.
