You question intrigued me and I did a boat-load of research over the last half-hour. Not looking for a pat on the back, just it became a challenge. Bottom line, yes. I think. I found no definitive proof but the 3rd generation Cutlass was and is a high end car that had air conditioning, just can't find if standard or not. Is there a V-belt missing from the crank pulley, as if it has been removed? Back then you didn't have to put in an idler pulley, simply remove belt and compressor if it quit and they didn't want to fix it, If all the belts are there, it may not have had it. Again a very high end car and I think 99% yes

There would also be dashboard controls present if it had at one time had air. It's unlikely they would have been removed even if the air had been. Having said that, its unlikely anyone would have actually removed the air at all. Even if the compressor had failed most people would simply have removed the belt and carried on.
