my head lites will not go down h/ lite module is shorted

my car is a 93 mercuy capri  head lites will not go down  can the module get shorted ? a wire got pintch on a steel bracket  shorted.

why do you like this car? Keep it for a while and you will grow to hate it- think about it- most cars have headlights that don't require expensive and frequent repairs-
