Is the speedometer electrical or mechanical? Last time I had to repair a spedo on a ford (96-electrical) it was doing the same thing. A small plastic gear in the speedometer broke which controls both the odometer and speedometer. The cluster has to come out. The little gear is in the back of the housing where the motor is. AFter the gear is replaced it will have to be calibrated.
