1996 Ford E150 V8 5L. Will start only if Check Engine Light is on in the ON position

I have a E150 with 113K miles.  up until 6 weeks ago it was extremely
reliable.  One day warm, the van would crank but would not start. After four
attempts it started right up and ran find for two weeks.  Then it did it again
and it took a bit longer to get it to start.

Three weeks ago I could not get it to start at all.  I did not hear the fuel pump
relay click, nor the fuel pump in the ON position.  I switched the relays and it
did no good.  I replaced the relay and it still would not start nor could I hear
the fuel pump turn on in the ON position. I replaced the fuel pump. It worked
again.  The inertia fuel pump switch is good.

The next day it would not start.  I tried starter fluid and it started right up.

I then did a test as to how long the engine could be off before it would not
start again. I found this to be 110 minutes.

No error codes were found.

The problem has gotten worse.  I replaced several more things: ignition
switch in the lower steering column, rotor and cap (both were pitted). I
checked for spark and coil is good.  The air intake temperature sensor reads
4.88 volts which is about 5 which is spec.  I put four wires on the relay,
plugged the relay in and checked power to the fuel pump relay solid 12.95
volts.  Grounds are excellent.

I pulled the PCM out, took the cover off and looked at the board front and
back - looked brand new, no brown spots, breaks,

Then I noticed the check engine light did not come on in the on position and
100% of the time the engine would not start in crank mode.  I found that by
cycling the key to the on position, waiting 3-4 seconds and going back that
eventually the check engine light would come on and when it did this, the
van would start in the crank position 100% of the time and ran like it was
brand new.

The electric door locks have not worked for a while, but every once in a while
when I use the key to unlock the door, it unlocks all the doors.  I pulled the
switches out and could not find any contacts that were damaged.  I doubt
this has anything to do with it, but throwing it in there for info.

I think it is my PCM, but I am hesitant to replace it.
